2008: Objectives and proposals for the Industrial Scuba diver
The CEDIFOP
and the Sicilian Region present to the conference in Philadelphia
The meeting
IDSA - International Diving Schools Association (Brittany -
France) developed to Philadelphia (USA) from 15 to September 17
has been the occasion to treat a series of themes in the sector of
the industrial scuba diver, both in formative circle is technical.
The finality of the IDSA, on the side of the certification, it is
the attainment of an equilibrium between the various national
standards and the support to States that have not fixed own
standards yet, so that can acquire them and to the more possible
high-level in safety terms and training. there were present
delegated from Belgium, Denmark, Egypt, Finland, Low Countries,
Norway, Sweden, Great Britain, United States, Italy (the CEDIFOP
as in partnership school and as industrial member the PALUMBARUS
srl). Among the Observatories it was present a delegation of the
Sicilian Region.
The conference has made to emerge ideas and proposals, one of
which on the release of a specialist Certificate of Qualification
for the Archaeological and Scientific Scuba diver. This branch is
to the center of a debate on the formation. It exists in fact a
cultural tide that considers necessary a formation of base as OTS
- Underwater (with the attainment of the qualification) Technical
Operators before the specialization in archaeology. If it passed
this address it would also be had an evolution in the practice,
for instance for the interventions of recovery of the finds, since
the OTS operates with specific and only formality, gives its
direct connection with the surface.
This and other innovations are dependent from the choices in
formative circle finished first of all to national and regional
level. During the American meeting, necessity to have a system of
certification in formative circle with international value has
been remembered by the dott. Marco Fiorella, component of the
office of the On. Carmelo Incardona - Regional Alderman to the Job
- Sicilian Region.
It needs to consider that in this phase the evolution of the
professional formation in the industrial scuba diver goes together
with the legislative run that should bring to a new law for the
sector. On the other hand, as shown by a specific deliberation of
the 2007 Emilia Romagna Regional Junta, there are possible also
interventions of the local Corporate body with the purpose to
establish requisite and obligations for the centers of formation
and for the underwater operators. These norms, are to specify well,
they are worth within the regional confinements, unlike a future
law approved by the Parliament, that would have national value.
Another proposal emerged during the jobs of the "three days"
American has been that to form a group of job that examines the
standardization of the programs of the courses IDSA. Other matter,
the reduction and the simplification of the actual number of
levels of underwater training.
Among the technical matters, is debated on the necessity to limit
the standard of the Closed Bell to inferior depth to 50 meters;
the necessity of a standard Closed Bell / Glut where the depth is
simulated; the last ideas on the use of the Charts of
Decompression in surface; the qualification and the degree of
experience applications to an Operator in Stand By (or the
operator in surface, equipped already for possible emergencies);
opportunity to publish the Manual of the specialized underwater
Qualifications, discussed in the preceding meeting.
Also space in the program of the jobs for the external
relationships of IDSA, with other organizations of the sector and
through the development of its site. The presence online of the
centers of formation it is in fact a multiplier of interest for
the professionals and the potential students, as shown by the
statistic results achieved by the site of the CEDIFOP (www.cedifop.it),
that besides, from a few months, public on YouTube the video of
the exercises developed by the students OTS and of the other
activities related to the formation and to the promotion of the
industrial scuba diver, inclusive one on the conference in
Philadelphia.
During the meeting the election of the new president of the IDSA
is had: Leo Lagarde. Coming from NDC - National Diving Centre (Low
Countries), Lagarde has been in the Royal Dutch Army for 40 years
up to become Superintendent of the army for the underwater sector.
In the two years 2006-08 to cover the charge of president has been
Giulio Melegari (Italy), chosen during the Meeting in Houston -
Usa 2006.
The next meeting of the IDSA will develop him to Palermo (September
27-29 th 2009). How reference to underline the importance of this
appointment will be enough to remember that the centers in recent
years have been Houston - Usa (2006) and Helsinki - Finland
(2007). It will be an occasion of great importance mediated for
the city and for Sicily, over that a notable recognition for the
CEDIFOP, that will take care of the organizational phase.

Meeting IDSA 2009: To Palermo in 2009 the International
Diving Schools Association
The meeting of the International Diving Schools
Association, recently held to Philadelphia, in the
United States, has definitely engraved seal on the
investiture that will see Palermo "capital" of the
edition 2009 of the important event destined to make
things clear in the relationships between the
professional scuba diver and the world of the industry.
Palermo prepares so to dress the good suit of the
industrial scuba diver, receiving the witness from
Philadelphia, and following city as Helsinki and
Houston, theatres respectively of the editions of 2007
and 2006. To extend the invitation to the colleagues of
the whole world, was present to Philadelphia the manager
of the CEDIFOP (Center European of Professional
Formation) in Palermo, Manos Kouvakis and Mark Fiorella,
component of the office of the regional alderman to the
Job, Carmelo Incardona, whose performs has been really
that to support the candidacy, then approved, of the
Sicilian chief town.
A very important finishing line that, once more, Italy
(and in this case Sicily) sets to the center of the
industrial scuba diver. The appointment of next year to
Palermo, will be once more the occasion, besides, to put
the accent on the tied up problem to the legislation of
the sector. As Kouvakis remembers, in fact, "the
legislative decree of January 13 th 1979 that has
regularized thin to today the category of the divers in
local service, it is by now few incisive to be able to
satisfy the needs of a sector had been surrendering for
years to himself, that always reports great problems."
The European union dictates normative well precise that
regulate the activity professional scuba diver, that
States members have adopted and applied for a long time.
Only Italy, in this case, defaulting results. A gap to
be filled possible before, approves also the
heterogeneity in the origin of the participants to the
courses organized by the CEDIFOP in Palermo for the
formation of OTS - Underwater Technical Operators.
