In
the last times, different questions have arrived, on the possible
impediments, from a point of view medical /sanitary, to the registration
in the Register Divers near harbour-office, questions as the following: "
I am 28 years old and I would like to take the brevet OTS, I would like
some information as it regards the oculist visit and how much dioptre
needs to have."
to deal with an answer that is the most general possible, to frame the
various problem list, holds opportune to underline some fundamental
principles.
first of all The OTS, is not a brevet but a Certificate of Professional
Qualification, that can be released by corporate company of professional
formation, trained to develop this typology of courses and accredited by
the regions belonging.
The corporate company of formation manager of this typology of formative
,together with the certificate of professional qualification of OTS, has
to also release a Brevet of "Diver Professionals", that must be considered
as attached to the certificate of professional qualification, according to
the article 3 paragraphs 6 of the 1979 Ministerial Decree that the
Register has founded on call Divers local near the harbour-office (it
exists a "brevet" of "sporting diver", but it is not valid for the
registration to the harbour-office).
Registrations without these two fundamental requisite, that guarantee the
professionalism of the formative run, if amiss approved, should be revoked
by the same harbour-office, considering that the law currently in force,
D.M. January 13 th 1979, in Gazz. Uff., 16 February, n. 47 Institution of
the category of the divers on call local, performance this way: "... to
have achieved the diploma or attested of professional qualification, with
enclosure brevet, of diver professional or perished technical employee
scuba divers near a government institute or near schools or centres of
formation and qualification professional, legally recognized from the
State or from the regions... ".
In absence of these requisite, the registrations, in addition to be
incomplete, can be further cause of inadequate application of the safety
conditions, favouring who would like to operate as OTS, without a
preparation of base, consequential from a suitable formative run,
considering that sometimes - fact due to a legislative lack in the sector
of the formation - corporate company without the experience necessary in
the sector of the industrial scuba diver, in the teaching and mainly in
the used equipment, they propose similar courses giving a formation
typical of the underwater sportive /recreative and not industrial, not
guaranteeing so a formative run that the student protects on the safety
minima foreseen by the international associations of category IDSA
(International Diving Schools Association), IMCA (International Marina
Contractors Association), AODC (Association of Diving Contractors).
Teaching to operate in safety, in the industrial scuba diver, should be a
priority in the proposed formative runs, and every Region should increase
the quality controls on the Corporate body that program the realization of
these courses, keeping in mind that who deals with the industrial scuba
diver uses equipments and completely different techniques from those of
the sporting scuba diver.
But here, over that to the legislative lack to national level, it is to
also face a cheap politics applied by the regions (and not only from the
Sicilian Region) in to appraise the quality contenutistica of the projects
of formation. A lack of rules that establishes levels of acceptable
quality, from the schools that want also insert in their formative
programs the qualification of OTS, get that often the student that a
formative run follows near such Corporate body - that few or nothing have
to do with this difficult specialization - it is found at the end of a
long run, without the suitable formation to face the reality of yard,
putting to risk their own safety both that of who work with him (one of
the last deadly accidents - year 2005, jobs on the water behaviour of the
aqueduct in Capri - that an Italian firm has involved it has been provoked
from the inadequate professional preparation of the supervisor of the
immersion and to nothing the specifications and the equipments they have
been worth made by the firm available - you also see: action Chamber -

23/01/2008:... omissis... in a moment in which Italy lives the emergency
of the deaths on the job on which the Head of the State is also more times
intervened it is understood well what daily uneasiness they live these
citizens keeping in mind that n. 123 of August 3 rd 2007 the adoption of a
connected decree that can fill the serious lacks in safety terms on the
job allow and that can give dignity to the Italian underwater workers,
which, today, because of the legislator's distraction toward these
problems they are very negatively considered to international level...

With the Exception of the Region Emilia Romagna, that has taken
provisions, with deliberation of the Regional junta, in date 07/03/07, and
has framed the professional qualification of OTS, according to the
international canons, limiting who proposed such formative runs without
the suitable support of equipments, qualified teaching and connections
with the firms that operate in the sector.
Certainly in these cases, following a different formative run from what
reverts in the sector industry (the OTS renters in the category of the
workers metalmeccanici), with runs formative type: underwater
archaeologist, guide scuba diver, underwater operator for parks and sea
reserves, the corporate body of formation, that doesn't have specific
titles in the sector of the industrial scuba diver, can release etc, a
certificate, valid as title of study, but that cannot be accompanied by a
brevet of "diver professional", and therefore the certificate is
unsuitable to the application of registration to the Register Divers near
a harbour office
It needs to underline that for the solo cut scuba diver, typology of job
to which an OTS is trained, is recorded, on the yards of job, in the last
years, 39 deadly accidents - declarations of the president of the IDSA G.

Returning to the formalities of registration to the Register Divers from
the sanitary point of view, in the same article 3, to the paragraph 3 of
the ministerial Decree 1979, as it regards the sanitary part, it quotes so
in the requisite:
"To get the registration in the register the followings requisite they are
necessary:... omissis... healthy and strong physical constitution,
exempted by defects of the apparatus cardio-vascolatore and
otorinolaringoiatrico as well as from alterations of the neurological and
psychic system, verified by the physician of I bring or - in his/her
absence - from a physician designated by the head of the compartment, that
will use to such end of the sanitary card attached decree to the present:
the obese ones and the devoted subjects to the alcohol will be excluded;
however "
The physical requisite and the medical examinations are established in 4
pages published in the Official Gazette of the Italian Republic (G.U.R.I.)
n. 47 of 16/02/1979, pag. 1941-1942-1943 and 1944.
Besides, "the persistence of the physical requisite of which to the n. 3)
it is condition for the exercise of the profession and it is subject to
control at least annual from the physician of I bring."
From these pages every harbour-office has extrapolated a list of medical
visits to exhibit together with the certificate of OTS and to the brevet
of diver professional to the action of the registration. And possible,
therefore, that the list of the visits medical applications slightly
differ from harbour-office.
For instance, the list of the medical visits for the registration near the
harbour-office of Palermo is the following:
Test vocational psychophysics among which check” test in room iperbarica"
(with tests to 50 meters); Examination spirometric with execution of curve
flow-volume; It visits o.r.l. + examination audiometrico-impedanzometrico
+ Study of the spontaneous recorded nv and provoked; RX
chest-2proiezioni(A/P and L/L); Visit cardiology with ECG from effort to
the cicloergometro or to the rotating carpet; neurological visit (E.E.G.
necessary for the first registration); examinations of laboratory:
iperazotemia,glycemia, ves, index of katz, complete hemochrome,
creatinenemia, time of quick(attivita' patrombinica) ptt; examination
urines - (blood group First registration); visit oculist + F.O..
It doesn't exist therefore a limit on the dioptres anticipated for law,
even if the opinion of the medical of the port, in very particular cases,
can be binding.
